The Hague Adoption Treaty is an international agreement to provide transparency, accountability, and safeguards for children in the adoption process. All accredited individuals, agencies, and countries are held to the same standards of practice. Hague provides these standards for both primary and supervised adoption providers.

What is a Primary Provider?
A Primary Provider is an agency that has a direct link to the country. The Primary Provider supports the country’s adoption program, identifies the children for adoption, makes the adoption arrangements, and provides supervision for Supervised Agencies before and after a child is placed.
What is a Supervised Provider?
A Supervised Provider works with a Primary Provider and provides only homestudies or is responsible for providing adoption education and post placement and post adoption supervision to the adoptive family. They report directly to the Primary Provider.
